Ethyraia cannot be said to have true primates in the sense that it does not host any native-to-Earth creatures. All life on Ethyraia evolved natively on the planet.
However, in addition to the strange and uncanny monsters that you see on the bestiary now, there are definitely instances of convergent evolution! This means that there can be normal-seeming creatures that are fairly similar to Earth's creatures added to the bestiary. This includes primate-like animals.
We would, as you've said, expect these creatures to be added to the bestiary before being referenced in game. This policy is to ensure that all players have awareness of the ability to include/reference them. Basically, we just don't want any PCs (or players!) to wind up with contradictory understandings of the setting.
